Uncategorized Police Arrest Vigilante Commander With Human Skulls, Bones In Rivers by joshuabiem July 3, 2024 written by joshuabiem The Rivers state police command has arrested a man in the Omoku council headquarters of Ogba/Egbema/Ndoni Local Government Area of the state. The man identified as Felix Nwaobokata is the immediate past commander of the local vigilante group, popularly known as ONELGA Security and Peace Advisory Committee (OSPAC). According to a statement by the Police Public Relations Officer, Rivers State Police Command, SP Grace Koko, said Nwaobokata had two human skulls and bones in his possession at the time of arrest. Nwaobokata was arrested alongside three others following accusations of abducting a member of the Hausa community in Omoku. Koko said the arrest was part of a clampdown on the excesses of OSPAC in Omoku and other parts of the state. The Rivers State Police Command has commenced a clampdown on the excesses of Vigilante Groups operating within the State. This follows numerous complaints about the operations of the ONELGA Security and Peace Advisory Committee (OSPAC) in different parts of the State, predominantly in Ogba/Egbema/Ndoni LGA (ONELGA), as well as clashes with other Security Agencies by this Vigilante Group. On May 9th, 2024, Alhaji Usman Seleh, the Chairman of the Hausa Indigenous Group in ONELGA, reported that OSPAC had abducted a member of his group. He proceeded to report the matter to the Police. Consequently, the Police invited the ONELGA OSPAC Commander, Felix Nwaobakata, who refused to honour several invitations. Instead, the OSPAC outfit coordinated an attack on the Police Division in Omoku but the attack was thwarted as the Police repelled them. Following this development, Tactical Units of the Command stormed the ONELGA OSPAC Camp at Omoku and arrested Cheta Benjamin, Joshua Ekwosa, Innocent Ahiakwu, and four others. The ONELGA OSPAC Commander, Felix Nwaobakata, was subsequently arrested in his hideout in Omoku on June 17th, 2023, where two human skulls and human bones were found in his possession. The arrested OSPAC Commander, Felix Nwaobakata, is also a principal suspect in the murder of two brothers, Collins Ugorji (32) and Newman Ugorji (39), of the Idu Community in ONELGA. The brothers were killed on May 1st, 2024, by the OSPAC on the allegation that they were kidnappers. Their motorcycles were confiscated, and their bodies were taken to the OSPAC Secretariat in Omoku and received by Felix Nwaobakata after residents lamented their criminal actions. The bodies of the brothers were not seen, and the investigation is ongoing. In another related incident, on May 31st, 2024, the Youths of Egbeda Community in Emuoha LGA staged a peaceful protest to Lubrik Construction Company (LCC) at Egbeda, and after being addressed by the Police, they dispersed but were ambushed by a group of OSPAC members led by the Egbeda OSPAC Commander, Friday Ogbuji, who shot and killed the Youth Leader, Innocent Didia. The Rivers State Police Command has made further arrests and will continue to investigate these cases and other related ones, which will then be charged to a Court of competent Jurisdiction. The Rivers State Commissioner of Police Cp Olatunji Disu has advised that any resident who has complaints of assault, extortion, or illegal detention should make a report at the nearest police station. The Rivers State Command is committed to carrying out its duty of protecting lives and property. It will not tolerate any act of illegality, excessive use of force, torture, fraudulent conversion of properties, and other varying forms of criminality by the OSPAC or any other vigilante outfit. While recognising the relevance and importance of these vigilante groups in the Community Policing System, with regards to information gathering and visibility, among others, the Command will keep engaging and synergizing with these groups on what is expected of them and their limitations. The rights of all as enshrined in the Constitution of the Federal Republic of Nigeria (1999) as amended must be respected. The Rivers State Command wants to reassure the public and all key stakeholders that it will continue to work within the ambit of the law and issue a stern warning to any individual or group who chooses to operate outside the scope of the law. Disclosing this in a statement on Tuesday, the state Public Relations Officer, Mansir Hassan, said an AK-47 rifle, a locally made pistol, and three cartridges were recovered from him. “Following credible intelligence information about suspicious movement of an armed bandit, the Divisional Police Officer (DPO) of Tudun Wada Zaria Division led a swift action resulting in the arrest of one Hussaini, male, 70 years old, from Tudunjukun in Zaria,” the statement read. “The arrest took place at about 0250 hours. During the operation, an AK-47 rifle, a locally made pistol, and three cartridges were recovered from the suspect. “The suspect is helping the police Investigations to apprehend his accomplice and will be charged in court as soon investigation is completed.” Three suspected notorious kidnappers said to have been terrorising residents of the North-West region were also arrested. The police spokesman said the suspects who have taken part in several kidnappings and cattle rustling in the zone were arrested by a joint team of police operatives from Saminaka Division and local hunters in Lere Local Government Area of Kaduna State. He identified the suspects as Isah Baffa Rabo from Maibindiga Village in Lere LGA, Ja’afaru Sale from Durumi Village, Lere LGA, and Umar Musa, from Durumi Village also in Lere LGA. According to the police spokesman, the suspects had confessed to being a part of a kidnapping syndicate in Lere LGA and admitted to stealing cattle, which they sold to one Idris Abubakar who was also arrested, while some exhibits such as a locally made single-barrel gun, a cutlass, and three mobile phones were recovered from the suspects. DAILY POST reports that the health workers are Mrs Mary Oseikhuemen, a nurse, and Mrs. Juliet Idialu, a health attendant attached to Esan West Local Government Area. The nurse also lost her four-month-old baby in the accident, while four other staff sustained various degrees of injuries. Two of the injured staff have been discharged, while two others are still in intensive care. DAILY POST also reports that the accident occurred on Thursday, May 16, 2024, along the Benin-Auchi road when an articulated truck ran into the vehicle they were traveling in. The health workers were returning to their station in Esan West Local Government after an official assignment in Benin City. The Edo State Head of Service, Barrister Anthony Okungbowa, disclosed this during a condolence visit to the families of the deceased and to sympathize with those receiving treatment at the hospital, describing the incident as unfortunate. Okungbowa, represented by the Permanent Secretary, Directorate of Human Resources Management, Mr George Igberase, alongside the Executive Secretary of the Edo State Primary Health Care Development Agency (EDSPHCDA), Dr. Omosigho Izedonmwen, said the state government would compensate the families of the late staff. He said the government would cover the medical bills of those receiving treatment at the hospital and also ensure that the entitlements of the deceased are promptly processed. “We are here to condole with the families of our staff who died in a road accident recently. We visited the Oseikhuemen and Idialu families to condole with and pray for them. The Oseikhuemen family lost a mother and a baby. We prayed that such an incident would never happen again to the family. “All I want to say is that Mr. Governor and the state government will not abandon them at this moment of grief. “The two staff of EDSPHCDA came to Benin for an official assignment, and on their way back, they had that accident. “We also visited the hospital to see those who were injured, and we are very happy that some of them have been discharged while those still there are doing well and are stable. The governor has said that the state government will cover their medical bills,” he said. On his part, Omosigho Izedonmwen, the Executive Secretary of EDSPHCDA, described the late staff as very hardworking individuals who put in their best while they were in service. We were still fast asleep cause we had a very long day and were very tired “I don’t know if they had sprayed any substances on us so that we slept throughout the time the boys spent ransacking my home and my car and never heard their operation. “They carted away my wife’s golden trinkets, iPhone 12, Samsung phone, and HP laptop, took my money and my media gadgets. I was surprised that they concentrated mostly on my wife’s properties. Despite the sophisticated locks in my car, they opened it and stole other valuables. “I have reported the robbery to neighbourhood vigilantes and the police. He expressed happiness that the robbers did not harm them. A few weeks ago, another Vanguard reporter, Emmanuel Unah suffered a similar fate when his home was broken into by armed robbers. Reuters reported that four sources said the shipments, which have been delayed for at least two weeks, involved Boeing-made Joint Direct Attack Munitions (JDAMs), which place precision guidance systems onto bombs, as well as Small Diameter Bombs. However, a recent bill seeking to repeal the ban questions the country’s commitment. The proposed repeal, currently under debate in the Gambian National Assembly, has sparked an international outcry. Rights groups warn it would dismantle years of progress and encourage a practice that violates girls’ rights and carries severe health risks. The World Health Organisation estimates over 200 million girls and women globally have undergone FGM, with the Gambia ranking among the countries with the highest prevalence rates. The justifications for repeal are rooted in cultural and religious beliefs. Proponents argue the ban disrespects tradition and infringes on parental rights. However, Islamic scholars in the Gambia, a Muslim-majority country, have debunked the misconception that FGM has any religious basis. The implications of a repeal extend far beyond The Gambia’s borders. It could set a dangerous precedent, encouraging other countries with high FGM rates to consider similar rollbacks. The Act stipulates that anyone who carries out FGM on someone or arranges for it to be done can face up to four years in prison, a fine of up to ₦200,000, or both. Additionally, if a person tries to, assists in, encourages, or provokes someone else to engage in FGM, they could be sentenced to a maximum of two years in jail or fined up to ₦100,000, or both. The Gambian situation is a stark reminder of the constant need for vigilance. Nigeria has the third-highest number of women and girls who have undergone FGM globally. While the national prevalence has decreased slightly, it is concerning that the practice is increasing among girls aged 0-14, with chilling stories of forced FGM circulating in the media. Regional variations exist, with the South East and South West having the highest rates. To enhance its legislative framework and effectively combat Female Genital Mutilation (FGM), Nigeria must adopt a strategic approach that addresses both the legal and cultural aspects of this complex issue. The current penalties for FGM in Nigeria are insufficient to act as a deterrent. The maximum fine of ₦200,000 (approximately $150) does not reflect the severity of the crime, nor does it provide a substantial disincentive to those who might consider engaging in or facilitating FGM. By substantially increasing fines and extending prison sentences for those found guilty of FGM, Nigeria can send a clear message that this practice is unacceptable. Additionally, the government should ensure stricter enforcement of existing laws, including thorough investigations and prosecutions. This approach would deter potential offenders and demonstrate the country’s commitment to protecting the rights and health of its women and girls. FGM is deeply rooted in cultural and religious beliefs, making it essential to engage community leaders to eradicate it. Traditional and religious leaders in Nigeria hold significant influence and can play a pivotal role in shifting societal perceptions. By involving these leaders in ongoing dialogues about the dangers and long-term consequences of FGM, it is possible to promote cultural shifts that favour alternative rites of passage and more progressive views on women’s health and rights. Outreach programs, educational campaigns, and workshops tailored to these influential groups can foster a supportive environment where change is welcomed and sustainable. Many Nigerian women who have undergone FGM experience lasting physical and psychological trauma. FGM has no medical benefits and causes severe physical and mental trauma. It can lead to infections and childbirth complications. The government – state and federal – must invest in comprehensive healthcare services designed specifically for FGM survivors. This should include not only medical care for the immediate and long-term health issues related to FGM but also mental health support to help women cope with the emotional and psychological impact. Establishing dedicated clinics, training healthcare professionals, and providing support groups can create a safety net for survivors, offering them the care and resources they need to rebuild their lives. On the regional front, The Economic Community of West African States (ECOWAS) must take a proactive approach to advocate for human rights by emphasising the harmful impact of FGM on women and girls. To do this, ECOWAS can engage with key stakeholders in the Gambia, such as government officials, civil society groups, and religious and traditional leaders, encouraging open discussions about the adverse effects of FGM. By initiating these conversations, ECOWAS can motivate Gambian authorities to sustain their commitment to human rights and gender equality, reinforcing the importance of the anti-FGM ban. In addition, The Gambia’s obligations to international human rights agreements, like the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the African Charter on the Rights and Welfare of the Child, should be upheld. ECOWAS should encourage the Gambian government to honour these agreements and stress that repealing the ban on FGM would undermine progress toward women’s empowerment and human rights. A strong public statement from ECOWAS condemning the proposed repeal of the FGM legislation can send a clear message about its commitment to safeguarding the rights of women and girls. By supporting local Gambian civil society organisations through funding, capacity-building, or technical assistance, ECOWAS can also enhance grassroots efforts to end FGM and promote regional cooperation through conferences and workshops to share successful strategies. This approach will help create a unified front against harmful practices like FGM across the ECOWAS region. Nigeria must lead the global efforts against FGM. Legislation alone cannot eradicate a practice deeply entrenched in tradition. Educational campaigns and support for alternative rituals and survivor care are essential. The Gambian situation is a cautionary tale, underscoring the need for unwavering commitment and a holistic approach. In July 2020, NERC adopted the idea of price discrimination, dividing customers into five different bands (A, B, C, D, E) based on the level of consumption, hours of available energy supplied, geographical area and overall living conditions. While NERC claims the hike applies only to 15% of consumers, representing the most urban and presumably affluent segment, the implications ripple far wider. With planned hikes for other tariff bands, it is essential to dissect the rationale behind the hike, its potential economic consequences for development, and the simmering discontent it exposes. The Nigerian government has long subsidised the power sector, a burden exceeding ₦1.14 trillion budgeted for 2024, pointing to its unsustainability. NERC argues that an increase is necessary to improve service delivery and attract investment and revenue to the ailing power grid. Proponents claim higher tariffs incentivise Distribution Companies (DisCos) to reduce inefficiencies and improve service. However, scepticism teems. This has been a long-running issue for over a decade. Privatising the power sector in the mid-2000s aimed to improve efficiency, but concerns about DisCos arose soon after. Critics point to inflated billing practices, estimated bills without proper metering, and a failure to invest in infrastructure upgrades. These issues contribute to power outages and hinder overall service quality. The Nigerian public and government have grown increasingly frustrated with this situation. Unfortunately, these issues have not translated into a swift resolution, leaving a cloud over the country’s electricity distribution chain. Businesses, the backbone of the economy, face a double-edged sword. Increased production costs due to higher electricity bills could translate to consumer price hikes, further fuelling inflation. On the other hand, reliable power could incentivise investment and boost productivity. With inflation hovering around 30 per cent, household budgets are already stretched thin. The increased cost of electricity may force many to cut back on other essentials like food and healthcare. This could exacerbate social inequalities and dampen economic activity. Nigeria’s recent electricity tariff hike is another blow to the nation’s shrinking middle class. With disposable incomes already strained, these households will face a significant increase in vital expenses. This could force them to limit discretionary spending or even forgo running essential appliances, further hindering their quality of life and potentially pushing some back towards poverty. The timing of the hike could not be worse. Public trust in government policy is low, and frustration over economic hardship is simmering. The hike will likely stoke social discontent, potentially leading to protests and unrest. The recent hike could also lead to an increase in energy theft through meter bypass. The rising electricity costs put a more significant financial burden on Nigerians, especially those in the strained middle class. This economic pressure might incentivise some to bypass meters to avoid paying the higher rates. Meter tampering and bypassing are, unfortunately, not new problems in Nigeria. Previous economic hardships have been linked to increases in these practices. With a new financial strain, those who have yet to bypass their meters may be more tempted now. DisCos has faced criticism for a lack of adequate measures against electricity theft. Potential thieves may perceive a lower risk of getting caught if these weaknesses persist. However, it is essential to note that this is a possible consequence, and the impact depends on several factors. Increased public awareness campaigns about the dangers and repercussions of meter bypass, along with stricter enforcement efforts by DisCos, could mitigate the risk. Nigeria’s path to stable electricity hinges on tackling the root cause of its woes, which is insufficient power supply. Currently, the electricity demand far exceeds what is being generated. The overflow creates instability (blackouts, voltage fluctuations). Even the most efficient distribution companies can only effectively distribute electricity with enough supply. This is akin to trying to distribute water efficiently from a leaky bucket. Nigeria needs to diversify and expand its power generation capacity. This includes exploring renewable energy sources like solar and wind alongside reliable options like improved natural gas plants. Many existing power plants are outdated or poorly maintained. Investing in repairs and upgrades could significantly increase available power. The infrastructure for transmitting electricity from generation plants to distribution points needs an overhaul. Upgrading the transmission lines will minimise power loss during transmission, ensuring more generated power reaches consumers. Creating a more attractive environment for private investment in the power sector can bring additional resources and expertise to boost generation capacity. While tackling distribution issues is essential, it is like patching a hole in a sinking boat, it will not solve the underlying problem.
