n the last ten years of Boko Haram\’s active insurgency, over two million persons have been displaced in Nigeria\’s North-East region. The insurgency has resulted in the devastation of lives, economy and the destruction of houses, livelihoods, infrastructure, and basic services in both rural and urban communities across the sprawling region. The Buhari Plan has rekindled hope of eventual safe return and resettlement of internally displaced persons (IDPs) and refugees. The process for such rehabilitation and post-conflict reconstruction requires painstaking policy planning and execution as was done in Sierra Leone after a decade of deadly conflict in the 1990s. As part of agenda-setting for the North East Development Commission(NEDC) and other stakeholders saddled with the reconstruction and rehabilitation of the North-East region, this edition of Nextier SPD Weekly examines the challenges confronting the return of IDPs and highlights how they should be remedied.
